Placeholders/duplicate tracking

All the duplicates of a particular Radar should be listed against the entry for that Radar.
If the Radar doesn't exist when it's the “target” of a dupe, the ideal would be to create a placeholder for it (i.e., “Details of this Radar have not been submitted yet, however the following Radars are marked as being duplicates of it:”)
